[PLUG] adding entries to /proc/mounts

hi ppl,
 i am posting in this mailing list for the first time and I hope i'm doing it right

Could someone plz tell me who makes the entries in /proc/mounts? Is it added when
the kernel detects a new device attached to the system or is it after the device
is mounted using mount?

(I hope i'm asking the rights question)
