[PLUG] How to make RPM file using source tar.gz file?

Hi, 

We have modified the contents of a free software
source file i.e. tar.gz

Now we want create modified RPM file that can work on
Mandrake and RedHat distributions.

Do you know how to make RPM file using source files?
