On and off when I read similar thing the only issue that crops to my
mind is who maintains it when the original admin/proposer is not around
(it is an inevitability if you are a student and a possibility if you
are a faculty) and thus I'd really say that if such a chance exist push
the infrastructure bits of your required service to someone who already
has such a thing set up.

Being very pedantic, that above is not a mailing list function. Tagging
would help filtering and mail sort at MUA for end user. Unless there are
multiple recipients of mails marked say, [ENTC] a direct mail to sender
or creation an alias for which more than 1 user receive a mail copy
might be suggested.

Any decent mailing list software / web based existing list service
should provide that along with somewhat limited security that archives
are available only to subscribers
