Noone did the work for Fedora. As simple as that. Mandriva has 
traditionally been desktop focussed while Fedora has been more general 
purpose IMO.

Yum is well supported in Fedora from the first release and across most 
RPM based distributions now including Mandriva and OpenSUSE and even 
Debian for that matter. If someone wants to package yet another 
dependency resolver, feel free. Apt-rpm and smart is already in the 
Fedora repository FYI.

This is probably what makes sense for everybody to support. It is a 
distribution neutral package management API and graphical frontend.
