Firstly, in your OP you don't mention your platform OS.   Linux lists 
will assume your query is for the Linux platform.

I am sure there are excellent Win forums that can guide you to WinXP 
progs. for what you want accomplished.

As for wget on WinXP platform, try www.cygwin.org.  Cygwin will give a 
full CLI environment (bash shell and gnu utils) and it might include 
wget.
