You can use process accounting (acct) to do this. However, beware that these
logs are not admissible evidence unless you display a notice warning the
user that his or her activities will be logged. Although your requirements
are easily satisfied technically, those logs might not be very useful unless
you are very deliberate and thorough with the legal technicalities that go
along with such a aggressive monitoring scheme.
