1. You can host them anywhere you want.
2. If you host in the US, it will be cheaper, but latency will be higher for
Indian visitors.
3. Hosting in India is more expensive.
4. I would ignore the undersea cable issue - that happens rarely enough that
you shouldn't worrry

So - unless you want a really fast site and are willing to pay double for
it, I would say go with a "normal" hosting provider in the US.
