At least with MTNL TriBand, upload is not metered (albeit limited to
256Kbps). More importantly, you have to open up and do port forward
for incoming torrent connections. Only then will the seeder be able
to put your site in the 'peer' list. UPnP might do this but it needs
to be enabled. In addition they need to keep the torrent client up
after the "download" is complete so the "seeder" keeps it in the peer
list.
IMO, most people may not be aware of this and therefore you don't see
them in the peer list.
