Depends on the market you want to target. If you go with PHP - MySQL
then it can run on very cheap hosting. You can also use Drupal for the
same. It give you decent API and you dont have to worry about lot of
low level PHP issues.

Writing it in plain PHP will be hard to manage in the long run :) I
would preffer Drupal or any PHP based framework instead.

Ruby on rails is also a good alternative  :D
