Did you mean PLUG site ?
http://www.plug.org.in/ is for all the GNU/Linux distributions .

Have a look at http://www.redhat.com/certification/rhct/  and you cant
start learning by installing Centos ( its RHEL in a free (free to
download wi ) version )

There is a lot of documentation available on the internet by googling
, there are lot of books available at http://tldp.org/guides.html

Also since your goal is to learn Redhat' s  EL and its exams you can
read the docs from redhat itself .
