In any Linux distribution's upgrade process that does happen over an internet  
is it possible to arrange the upgrade packages in such a way that those 
affecting connectivity get upgraded towards the end of upgrade process so that 
minimal discomfort is experienced by the user using this path of not wasting 
installation media.
