[PLUG] TRAI's response on : Content provided through closed networks

Dear all , 

I need help to understand below news .

Yesterday TRAI's Chair person gave statement in media as Content provided through closed networks - which does not travel over the internet - will not be governed by the order prohibiting differential tariffs for data services. 

What does this mean exactly ?  do the TelC0s found a loop hole where they can provide differential tariffs for data services ? 

2nd thing Do we have any forum or body in Pune who advocates net-neutrality ?

His office seems to be in Pune but I could not get full postal address
from internet or other sources.
