There is a meetup page[1] in case you want to RSVP, but it is not
necessary for attendance.  There are no prerequisites either other
than an interest in understanding the kernel and/or in contributing to
the Linux kernel.

If you want to be part of the discussions around the kernel meetup,
you could sign up to the meetup mailing list[2].
