Yes the government is implementing a health records bases on  open source program whose trials had begun a year ago according to my knowledge. There is also a documentary on this subject by Rajyasabha TV .
We were the finalists in Smart India Hackathon 17 and one of the problem statements was based on the same issue , but by then NIC already had a project going in trial at AIIMS hospitals , and plans to make it Nationwide also maybe giving it the "shield of Aadhaar* .

I too faced the   same difficulties mentioned in the video. during my college days and initial days of Open source.

I particularly remember the days of 'Plug' mailing list that was about discussion around C + kernel code + {m,c}alloc code.   Although; I had fresh knowledge of C language learnt in previous semester; I was totally confused about the mailing list contents.

GNU Health is a Free/Libre project for health practitioners, health
institutions and governments. It provides the functionality of Electronic
Medical Record (EMR), Hospital Management (HMIS) and Health Information
System (HIS).

According to one of the tweets (

Institute of Medical Sciences i.e. AIIMS has adopted the same. This is a
great thing. Can someone verify same from AIIMS side.

AIIMS are using E Hospital of NIC and the same is also used by major other
Govt Hospitals as Govt is Promoting same.

AIIMS might have started evaluating GNU Health recently.
