I had discussion with multiple experts on this issue.

I got following feedback/suggestion/comment from them = If Apache is
not fine tuned to accept TCP packets/sessions over SSL/TLS it can
cause time out issues. [Something to do at server side where
repositories are hosted]

I guess same applies for HTTP based repositories hosted on Apache
based web server.
I have bitter experiences with Apache 2.4.

I am not really an Apache web server expert/admin hence unable to
describe in exact technical wording format. Sorry about that.

Work around = try ftp based repositories.  :-)
