Yes. Also to respond to Siddhesh's mail:

We can first focus on the method rather than any individual form. How do
we get the knowledge (rules) embedded in ITR Excel out and express in
simple formulas (or even simple English).

That would reduce some error probability in preparing xmls.

Are there automated means or some mechanizable manual means that can be
followed no matter how many times the form changes?

Having set this meta-method, would make it easy to invite contributions
easily for various forms over a period of time.
